CALS  ANNUAL MEETING

 Keynote Speaker will be Nationally recognized Jeff Lucas. Mr. Lucas is a seasoned land surveyor with over 32 years of experience in all phases of land surveying, 24 years of which have been as a registered professional. Mr. Lucas is also an attorney licensed in the State of Alabama and is registered on the Alabama State Court Mediator Roster.

Boundary Dispute Resolution:

“The surveyor, having made an evaluation of the evidence, forms an opinion as to where he believes the lines would be located if fully adjudicated in a court of law. The typical modern day surveyor sees himself as an expert evaluator of evidence. He strives to arrive at the same opinion of boundary location regardless of whether he was hired by his client or his client’s next door neighbor.”

 If this were only the case. Many surveyors see themselves as “expert measurers” not “expert evaluators of evidence.” But in truth, this is the surveyor’s role: to form an opinion as to where the surveyor feels the boundary lines would be located if fully adjudicated in a court of law. This can only be done by gathered the evidence relevant to the location and the boundary between the coterminous landowners involved, evaluating that evidence, and making a decision as to the true location of the boundary line. These decisions, however, must be legally sound. The principles of law used by the courts when dealing with conflicts in boundaries will be studied in detail so that the student will understand and comprehend these principles. In many situations, conflicts in the evidence must be resolved by the surveyor in order to, not only make a correct determination of the boundary, but to leave significant footsteps behind for following surveyors to find. How do we, as surveyors, resolve these boundary conflicts? This seminar will not only look at conflicts in boundary evidence, this seminar will also explore effective ways of resolving these conflicts before they become full blown boundary disputes between neighbors, that in many cases, turn into lawsuits. In addition, methods for resolving boundary disputes will also be studied leaving the seminar student with some effective tools for handling theses situations in everyday practice..

Connecticut Association of Land Surveyors

to offer a Certificate in Land Surveying

Charter Oak State College, in partnership with the Connecticut Association of Land Surveyors (CALS), will be offering a Certificate in Land Surveying. In addition, members of CALS will develop a Boundary Law course that will be offered online through Charter Oak starting in the Spring of 2009.

Charter Oak State College (www.charteroak.edu), with administrative offices in New Britain, CT, is uniquely qualified to grant credits for courses taken at other educational institutions. Students may take courses at any educational institution, or get credit for courses already taken at other schools.  All courses required for the awarding of the Certificate in Land Surveying, except one, are currently offered in Connecticut.  Individuals taking the Boundary Law course will benefit from being able to take the course from anywhere – since the computer is the student’s classroom for this online course.

Charter Oak State College, which is accredited by the New England Association of Schools and Colleges, has earned national recognition as the college that offers "degrees without boundaries."  A public college in the Connecticut state system of higher education, Charter Oak provides degree completion and online learning opportunities for adults who are busy fulfilling commitments to career and family.  

As proposed by CALS, the Land Surveying Certificate will be offered to those who show successful completion of the following seven three-credit courses: Introduction to Surveying, Advanced Surveying, Boundary Law, Introduction to CAD, Introduction to Statistics, Introduction to GIS, and Introduction to GPS. CALS will coordinate with Charter Oak to work out credit for Introduction to Surveying with a CST Level 2 certification, and both Introduction and Advanced Surveying courses with a CST Level 3 certification, LSIT or PLS.  Applicants will work with Charter Oak to certify the courses they have taken and develop a plan to earn the Land Surveying Certificate.

CALS would like to thank the following individuals who, working on the workforce development committee, developed this idea into reality, including Lawrence Geissler, Peter DeMallie, Reese Roberts, David Palmberg, John Wagenblatt, Andrew Tupper and Jay Doody.  The CALS Professional Development Committee will work closely with COSC to develop the program details, ensure that all colleges and universities allow our members to take the required courses, and develop a first-rate boundary law course on line. · Local Engineering and Surveying Firm Celebrates Anniversary and Announces Appointment

Juliano Associates Engineers & Surveyors recently celebrated it's 35th year in business at an event held at the Hawthorne Inn  with over 200 people in attendance. Proclamations were received from Govenor M. Jodi Rell and Senator Len Fasano. 

It was announced at the celebration that Christopher Juliano has been named President of the company succeeding David Juliano who is entering “semi-retirement.”

David Juliano stated “our company has experienced tremendous growth since the company was founded thirty-five years ago.  I believe with Christopher at the helm, the company is in a position to meet the continued challenges of our industry and continue to provide excellence in planning, civil engineering, and land surveying to private and public sector clients throughout New England.”

Christopher Juliano received his Bachelor of Science in Civil Engineering from the University of Connecticut and is a Registered Professional Engineer as well as a Registered Licensed Land Surveyor.

Juliano Associates is located in the Yalesville section of Wallingford, CT and was the recipient of the 2004 Quinnipiac Chamber of Commerce Business Star of The Year Award.

· LEGISLATIVE ANNOUNCEMENT
NSPS has been working for the past two years to have the federal government establish a National Surveyors Week. House Concurrent Resolution 223 supporting this effort is currently being sponsored by Representative Chris Van Hollen (MD-8). Fifty co-sponsors are required to bring this resolution to the floor for a vote, where we are certain it will pass. As of 6-23-08 there are 30 co-sponsors, including Rep. John Larson of Connecticut. CALS Legislative Chairmen Bob Dahn has asked that all CALS members contact their representatives via email, phone or mail and urge that they consider co-sponsoring this Resolution. · REMINDER - Career Days are taking place at middle schools and high schools at this time of the year. CALS has an outstanding display setup that includes a floor length table cover, display board, handout materials and a short cd, all with CALS logo and geared toward students who may be interested in a career in land surveying. These tools are all available to CALS members, free of charge, to use for your presentation at an area school. If you know of a career day in your area, but are unable to attend, call the CALS office and perhaps we can provide a speaker at your school.

· CALS Secretary David Palmberg is already working on the 2009 Annual Reference Book. The cover will feature pictures of CALS members or their relatives who have served or are currently in the military. We are particularly interested in those who had survey experince in the military. Please send us pictures and articles that we can use. Your photos will be scanned and returned to you promptly. Let’s make this a very special year in which we honor those who have given so much to protect and defend our country.
