Charter Oak State College partners with
Connecticut Association of Land
Surveyors
to offer a Certificate in Land
Surveying
Charter Oak State College, in partnership with the Connecticut
Association of Land Surveyors (CALS), will be offering a Certificate in Land
Surveying. In addition, members of CALS will develop a Boundary Law course that
will be offered online through Charter Oak starting in the Spring of 2009.
Charter Oak State College (www.charteroak.edu), with administrative offices
in New Britain, CT, is uniquely qualified to grant credits for courses taken at
other educational institutions. Students may take courses at any
educational institution, or get credit for courses already taken at other
schools. All courses required for the awarding of the Certificate in Land
Surveying, except one, are currently offered in Connecticut. Individuals
taking the Boundary Law course will benefit from being able to take the course
from anywhere – since the computer is the student’s classroom for this
online course.
Charter Oak State College, which is accredited by the New England Association
of Schools and Colleges, has earned national recognition as the college that
offers "degrees without boundaries." A public college in the
Connecticut state system of higher education, Charter Oak provides degree
completion and online learning opportunities for adults who are busy fulfilling
commitments to career and family.
As proposed by CALS, the Land Surveying Certificate will be offered to those
who show successful completion of the following seven three-credit courses:
Introduction to Surveying, Advanced Surveying, Boundary Law, Introduction to
CAD, Introduction to Statistics, Introduction to GIS, and Introduction to GPS.
CALS will coordinate with Charter Oak to work out credit for Introduction to
Surveying with a CST Level 2 certification, and both Introduction and Advanced
Surveying courses with a CST Level 3 certification, LSIT or PLS.
Applicants will work with Charter Oak to certify the courses they have taken and
develop a plan to earn the Land Surveying Certificate.
CALS would like to thank the following individuals who, working on the
workforce development committee, developed this idea into reality, including
Lawrence Geissler, Peter DeMallie, Reese Roberts, David Palmberg, John
Wagenblatt, Andrew Tupper and Jay Doody. The CALS Professional Development
Committee will work closely with COSC to develop the program details, ensure
that all colleges and universities allow our members to take the required
courses, and develop a first-rate boundary law course on line. Any CALS member

Land Surveying: Legal Principles for Boundary Determination
This course is designed to give the individual an introduction to basic
legal principles in boundary and land rights location and/or determination. The
topics to be presented include but are not limited to the historical development
of property surveying, priority of evidence, metes and bounds and other types of
deed descriptions, riparian rights, littoral rights, rights of way, adverse
possession, conveyances, covenants, description ambiguity, easements, unwritten
rights, preservation of evidence, State of Connecticut surveying and mapping
statutes, common law, etc. This course is designed for but is not limited to
those in the land surveying or associated professions. It is intended to be a
practical and useful guide to assisting individuals in understanding the basic
legal principles employed in locating, determining or conveying real property or
real property rights.

Land Surveying: Title Search / Boundary Descriptions
This course is designed to give the individual an introduction to
basic methods used in land surveying with relation to title search and
documentation location and retrieval. The course will be beneficial to all who
may have an interest in title and document search in relation to land rights and
boundary location. The course will include but not be limited to such topics as
forming chains of title with respect to information gathered from tax
assessor’s offices, town halls, the State Library, utility companies, etc. The
course will discuss the proper way to use Grantor – Grantee indices, map
indices, etc. The course will discuss the basics of document interpretation in
respect to land rights and boundary location. This course is designed to be
practical and will give the individual skills that can be readily applied. The
course should prove helpful to those employed in land surveying, foresters, real
estate agents, teachers, contractors, paralegals, conservation board members,
homeowners, and anyone with an interest in understanding basic title search in
regard to land rights and boundary location.

This course is designed to give the individual
an introduction to basic methods used in land surveying with regard to basic
survey mathematical computations and mapping. The course
will cover such topics as bearing and bearing systems, angles, coordinate
systems, traverse, horizontal and vertical controls, topography, simple
curves, coordinate geometry, field locations, map reading, etc. This course
is designed for but is not limited to those in the land surveying or
associated professions. This course is designed to be practical and
will give the individual skills that can be readily applied. Scientific
calculator required.
